Hidden plumbing failures can produce an alarming bill before the problem is visible. This guide separates what Alameda County Water District (ACWD) publicly describes from the practical steps every customer can take while requesting help.

What the public record says about a leak adjustment

ACWD requires the customer to locate and repair a private-side leak at the customer’s expense. After repair, the customer may request an adjustment and must provide satisfactory documentation showing that the leak was repaired. An authorized adjustment is limited to one-half of the excess consumption compared with the same period in prior year(s), no more than one adjustment in any 24-month period, and no more than $200 for a residential account or $500 for a non-residential account unless the General Manager approves a written exception. The District considers the customer’s opportunity to detect the loss, negligence or inaction, promptness of discovery and repair, and historical consumption; the decision and amount are at ACWD’s discretion and final. If unusual usage is not caused by a customer-side leak, meter testing may produce a billing adjustment when the meter exceeds the applicable AWWA accuracy threshold. ACWD’s AMI portal and leak-alert survey provide usage evidence but do not replace the request and documentation process.

Customer assistance and eligibility

ACWD’s Help on Tap program provides income-qualified residential customers a credit equal to 100% of the bimonthly water service charge, currently $68.95 per bill. Eligibility requires household income within the current program limit (the published application uses 250% of the federal poverty level), the water bill to be in the applicant’s name, full-time residence at the service address, one ACWD account, no dependent tax claim, timely bill payment, and prompt leak repair. Customers must renew the complete eligibility application every three years. ACWD also offers a Crisis Assistance Program of up to $200 per two-year period for customers meeting Help on Tap approval requirements, plus payment extensions and plans available to all customers.

ACWD’s published active assistance routes are Help on Tap, its crisis grant, and payment arrangements; no current ACWD-specific 2026 LIHWAP application or charity-payment workflow is published. California CSD’s LIHWAP page states that the federally funded program sunset on March 31, 2024 and is no longer accepting applications. Customers should check https://csd.ca.gov/waterbill for any successor program and contact ACWD Customer Service at (510) 668-4200 before an outside agency submits an account credit, because ACWD must identify and post the payment to the correct service account.
