Eligible residential customers with past-due balances of at least $50 may be offered PromisePay payment-plan enrollment and text reminders through calwater.promise-pay.com; customers should use the invitation or account-specific enrollment link, verify the premise and balance, select an approved installment arrangement, and authorize the requested payment method. Standard emergency and billing alerts require current mobile-contact information in the customer account rather than a universal SMS keyword.

Counters, drop boxes, and office hours

The Rancho Dominguez district office at 2632 W. 237th Street, Torrance, CA 90505, telephone 310-257-1400, is the local customer-service location. Cal Water's district pages state that customers should not expect routine in-person bill-counter service at district offices; use the office drop box where available, online or telephone payment, mail, Walmart Bill Pay, or a participating Western Union location. Walmart Bill Pay and Western Union operate on the individual retailer's posted hours, accept only the payment types supported at that retailer, and may require the Cal Water account number and current bill. Confirm drop-box availability and holiday hours with the district before traveling.

Cal Water accepts Visa, Mastercard, and Discover credit or debit cards and payments drawn from a bank account/e-check through its account portal or automated phone system. Cash, check, and money order are available through specified non-digital channels such as Walmart Bill Pay, Western Union, mail, or an authorized drop box. Apple Pay and Google Pay were not confirmed as supported payment instruments in the reviewed Cal Water materials.
