Emergency reporting route
For water emergencies, main breaks, service-line leaks, flooding, or suspected water-quality problems in the Los Altos Suburban District, call 650-917-0152; Cal Water lists the same number for main and after-hours contact. Call 911 for an immediate life-safety emergency and avoid contact with contaminated or electrically hazardous water.
Leak-adjustment policy
Cal Water advises customers with an unusually high bill to stop indoor and outdoor water use and watch the meter's test hand or indicator; movement while fixtures are off suggests water is passing through the meter. Inspect toilets, faucets, irrigation valves and timers, softeners, filters, pools, fire sprinklers, hose fittings, wet areas, and other plumbing. When Cal Water gives notice of a leak, the repair is expected within five business days. The reviewed Los Altos Suburban materials do not publish a guaranteed private-leak credit percentage, historic-use formula, or universal reimbursement cap. Contact the district promptly after repair, retain dated invoices, photographs, meter readings, and plumber reports, and request an account-specific adjustment; meter-error testing and formal bill adjustment are separate CPUC Rule 18 processes.
Utility assistance program
Cal Water's July 2026 Schedule CAP applies to eligible customers in its tariffed districts. An eligible individually metered single-family residential customer receives a monthly credit equal to 50% of the 5/8 x 3/4-inch service charge, prorated for a partial month, capped at $48.00. Qualified nonprofit group living, agricultural employee housing, and migrant farmworker housing facilities receive $20.00 per month per qualifying sub-metered customer. Eligibility is tied to household gross income at or below the applicable CARE maximum or qualifying CARE participation, requires the authorized declaration or proof, and is subject to renewal and correction of ineligible periods. CAP customers do not pay the separate CAP surcharge.
State and federal aid connection
Los Altos Suburban customers can apply for Cal Water CAP, request up to a two-week extension, arrange payment over up to six months when eligible, or use PromisePay for qualifying residential past-due balances. Cal Water's assistance materials also point customers toward local nonprofit resources and CPUC consumer assistance. The reviewed current materials do not identify a dedicated LIHWAP application URL or a single named Santa Clara County charity for water arrears; customers should contact Cal Water first and separately check current California, Santa Clara County, municipal, and nonprofit programs because funding and eligibility change.
