Grace period
Cal Water's public disconnection policy states that a delinquent notice gives the customer 60 days before water service is discontinued, and it treats failure to pay current residential charges for 60 days or more as a trigger for a final disconnection notice. The ordinary payment period printed on each bill still applies, so customers should contact Cal Water as soon as a bill cannot be paid.
Late-fee rules
Cal Water's published customer disconnection materials do not list a routine percentage late charge, and the company's regulatory filing states that Cal Water does not charge late-payment fees. Other charges, such as returned-payment, deposit, service, or reconnection amounts, can be governed separately by tariff rules. Customers disputing a bill should contact the Rancho Dominguez Customer Center and may use the CPUC Consumer Affairs Branch complaint process if the dispute is not resolved.
Shut-off timeline
After a bill becomes delinquent, Cal Water mails a delinquency notice to the account mailing address and, when different, a second notice to the service address addressed to the occupant. If current residential charges remain unpaid for 60 days or an amortization plan has been unmet for 60 days, Cal Water issues a final disconnection notice. The door hanger is delivered at least five business days before discontinuance. Cal Water does not shut off service for nonpayment at night or on weekends and offers payment arrangements, including plans of up to six months, or an extension of up to two weeks.
Warning and notice protocol
The delinquency notice identifies the overdue account and states the planned discontinuance period. Cal Water makes a reasonable, good-faith effort to give occupants written notice at least 10 days before water service is shut off and tells an occupant how to become the customer for future charges without assuming the prior customer's debt. The final notice is a door hanger delivered at least five business days before discontinuance and includes payment-arrangement and dispute options. Eligible elderly or disabled customers can request an additional door-hanger notification program through their local Customer Center.
Reconnection costs
To restore service disconnected for nonpayment, Cal Water requires a $50 re-establishment fee during business hours or $90 after normal business hours, in addition to the applicable balance, past-due amount, severance amount with an arrangement, or approved payment arrangement. The customer should confirm the required payment and restoration timing with the Rancho Dominguez Customer Center before submitting funds.
