- Leak-adjustment policy
- Cal Water instructs customers with an unusually high bill to turn off indoor and outdoor water and watch the meter's test hand; movement indicates water is passing through the meter. Customers should check toilets, dripping faucets, irrigation valves and timers, softeners, filters, pools, fire sprinklers, hose fittings, wet spots, and other indoor or outdoor plumbing. Cal Water's leak page states that leaks, breaks, or other water-related malfunctions must be repaired within five business days after Cal Water notification. The reviewed public materials explain investigation and repair expectations but do not publish a guaranteed private-leak credit percentage, minimum historic-use formula, or universal receipt cap for San Carlos. Qualified nonprofit group living, agricultural employee housing, and migrant farmworker housing facilities receive a $20.00 monthly credit per qualifying sub-metered customer. Eligibility is based on household gross income at or below the applicable CARE maximum or qualifying CARE participation; the customer must submit the authorized declaration or proof, may be renewed no more often than annually, and can be re-billed for periods of ineligibility. The CAP surcharge is excluded for CAP customers and is otherwise a separate bill item.
