The City’s Low-Income Rate Assistance (LIRA) program provides an ongoing $10 monthly discount on the water meter charge, not on usage. An applicant must occupy the service property, have the account in their name, use a meter of one inch or smaller, and provide proof of enrollment in Southern California Edison or Southern California Gas CARE by submitting a current utility bill. Applications may be delivered to the second-floor Utility Billing counter at 14000 City Center Drive, mailed to City of Chino Hills, LIRA Program, 14000 City Center Drive, Chino Hills, CA 91709, or submitted online. Multi-family or multi-unit residents served by a master meter are excluded. The City also provides SB 998 hardship protections, including reduced reconnection charges and payment-plan alternatives, but the reviewed pages do not identify a separate senior or disabled-veteran discount.
