Mail, text, and in-person payment instructions
Pay by text
The City’s Paymentus page says customers can pay by text and manage electronic billing features, but the reviewed official materials do not publish a separate enrollment keyword, short code, or opt-in sequence. Customers should register or sign in through the Paymentus customer portal, use the customer and account numbers printed on the bill, and follow the portal’s current SMS consent prompts; do not assume that an unlisted keyword is active.
Mail-in address
City of Chino Hills, Utility Billing Office, 14000 City Center Drive, Chino Hills, CA 91709. Customers should enclose the bill stub, make checks payable to City of Chino Hills, and not mail cash; a postmark does not satisfy a shut-off deadline.
Counters, drop boxes, and office hours
The public utility counter is on the second floor of Chino Hills City Hall, 14000 City Center Drive, Chino Hills, CA 91709. Utility Billing hours are Monday through Thursday 7:30 a.m.–5:00 p.m. and Friday 7:30 a.m.–4:00 p.m. The City also provides a payment box in the City Hall parking lot on the west side of the Chino Hills Library near the Police Department; the City warns customers not to place cash in that box. Counter payments may be made by cash, check, money order, cashier’s check, or Visa, Mastercard, or Discover debit/credit card. The payment box is a drop-off location rather than a staffed counter, so receipt timing remains the customer’s responsibility.
