Emergency reporting route
626-580-2100, the after-hours dispatch number for the standby Water Systems Operator. The City says an operator is on duty 24 hours a day, 365 days a year, and standby crews respond to water emergencies after business hours. Billing, meter leaks, and service requests are handled by the Water Desk at 626-580-2024 during Monday–Thursday, 8:00 a.m.–5:00 p.m.; Public Works also lists 626-580-2250 for maintenance matters.
Leak-adjustment policy
The City’s reviewed 2026 pages do not publish a guaranteed private-leak bill credit, repair-receipt formula, maximum adjustment, or application deadline. Meter leaks and service-line issues are handled through Public Works, and the City instructs residents to arrange an appointment before an employee turns off water for a repair. Customers should report the high reading to the Water Desk, preserve meter readings, photographs, plumber invoices, and repair dates, and request a written account review. Any adjustment remains subject to the City’s current administrative policy; no automatic winter-average credit is disclosed.
Utility assistance program
El Monte’s official FAQ states that the Water Department does not offer a low-income or senior-citizen discount. Residential customers who meet the City’s SB 998 criteria may request an alternative payment arrangement or other protected arrangement before shutoff, but that is a payment-protection process rather than a recurring discount.
