Mail-in address

City of El Monte Water Department, P.O. Box 749648, Los Angeles, CA 90074-9648. The City instructs customers to make checks, cashier’s checks, or money orders payable to the City of El Monte, write the water account number on the instrument, and never mail cash.

Counters, drop boxes, and office hours

Payments are accepted at City of El Monte City Hall East, 11333 Valley Boulevard, El Monte, CA 91731, Monday through Thursday, 8:00 a.m.–5:00 p.m.; the Water Desk is closed Friday under the current Service Requests page. A night drop marked ‘After Hours Payments’ is located in the breezeway between the Police Department and City Hall East. The FAQ says there is no other authorized paying station, and that deposits, additional fees, and required service paperwork must be processed in person at City Hall East. Published payment instruments are personal check, cashier’s check, money order, and online electronic payment; do not leave cash in the mail or drop box.

The City’s official online utility portal permits registered customers to view balances, pay bills, review transaction history, and examine usage information. The reviewed City pages do not enumerate the current card brands, ACH/e-check, Apple Pay, Google Pay, or wallet support; use the live official portal checkout disclosure for the exact instrument list. The City warns that unaffiliated bill-pay sites may charge fees and delay delivery.

The City states that its own online water-bill payment site is free for customers. It does not state a separate card-versus-ACH fee in the reviewed 2026 pages. Online payments may take 48–72 hours, or up to three business days, to post because payment is posted when funds are received; a payment made on the due date can therefore still incur late fees or disconnection risk.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

The safest payment path is the one published by City of El Monte Water Department and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.
