Mail-in address

City of Fountain Valley, P.O. Box 512505, Los Angeles, CA 90051-0505. The City’s billing page identifies this as the processing-center address for mailed water payments; customers should include the current account number and remittance information from the bill.

Counters, drop boxes, and office hours

Payments are accepted at the Utility Billing Department in Fountain Valley City Hall, 10200 Slater Avenue, Fountain Valley, CA 92708. Current City Hall hours are 7:00 a.m. to 6:00 p.m., Monday through Thursday, and closed Friday. A secure water-payment depository box is located at the front entrance for after-hours drop-off. Friday, Saturday, and Sunday water turn-on/off requests are handled at after-hours rates; the Police Department requires exact cash for those special requests. Normal-hours utility billing assistance is 714-593-4420, and after-hours water service requests use 714-593-4485. The online portal explicitly displays Visa, Mastercard, and Discover; the City’s automatic-payment materials also support card or ACH authorization.

The Tyler Municipal Online Services page displays Visa, Mastercard, and Discover for online payment. The City also supports automatic payment using a valid credit card or ACH bank debit, and payment can be initiated through the 24-hour telephone system. Apple Pay and Google Pay are not identified in the current City portal materials.

Convenience fees

The current Fountain Valley Tyler portal states that all web and automatic payments are assessed no convenience fee. The 2026 portal does not publish a separate card percentage, flat online surcharge, or e-check surcharge; therefore the documented online and automatic convenience fee is $0.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Fountain Valley Water Billing / Water Division and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
