What the public record says about a leak adjustment
Fresno’s current public pages do not publish a guaranteed residential high-bill leak credit percentage, a fixed receipt deadline, or a universal excess-use adjustment formula. The Water Division distinguishes responsibility: the City maintains the water service from the main through and including the meter, while the property owner maintains the private service line and plumbing after the meter. A customer with a high bill can request an interior/exterior Water Leak Survey, and staff can inspect the meter, property, irrigation, and fixtures; customers can also use EyeOnWater’s hourly usage and leak-alert tools. If the customer disputes the bill, the City’s residential shutoff policy permits a written complaint or Controller investigation stating why the charge is believed incorrect, and service cannot be discontinued while an adult-resident appeal is pending under the stated protection. Any resulting correction is case-specific and should not be represented as an automatic repair-receipt credit.
