Mail, text, and in-person payment instructions
Pay by text
Fresno’s First Billing portal supports Text to Pay. A customer first registers or logs in to the official portal, chooses to receive the billing notification through text, and then can pay the full amount owed by replying to the text bill. The customer may pay immediately or select an upcoming payment date. The City’s current page does not publish a separate SMS keyword, short code, or message-rate schedule; customers should use the enrollment controls in the official First Billing account and follow the opt-out instructions presented by the provider.
Mail-in address
City of Fresno, Utilities Billing and Collection Division, P.O. Box 2069, Fresno, CA 93718-2069. Customers should send the bill’s payment stub with a check or certified funds. The City warns that a shutoff-warning payment should not be mailed because delivery before disconnection is not guaranteed; bring that payment to City Hall instead.

Counter hours are Monday–Friday 8:00 a.m.–5:00 p.m., excluding City holidays; telephone billing inquiries are generally 8:00 a.m.–4:00 p.m. The counter accepts cash, check, money order or certified funds, and credit/debit card. The City’s current payment page does not identify a separate public drop box or partner payment-center network. Water Division operations are at 1910 E. University Avenue, Fresno, CA 93703, Monday–Friday 8:00 a.m.–5:00 p.m.; that location is for water operations and leak/service support, not the published utility-bill counter.
