The direct portal is the fastest route when it is available. The provider identifies its payment gateway as InvoiceCloud (the City’s official online-payment FAQ links its online payment service to InvoiceCloud; the current Lodi Connect guest-pay page provides Pay Now, account registration, AutoPay, Pay by Phone, and Pay by Text options). Never enter account credentials into a lookalike site reached through an unsolicited message.

Mail, text, and in-person payment instructions

Pay by text

Pay by Text is available through the City’s online payment service. The City instructs customers to register the utility account online, select the Pay by Text option, and follow the setup instructions delivered by the payment service. No separate keyword, short code, enrollment phone number, or text-message command is published on the accessible City pages; customers should use the registered account workflow rather than inventing a keyword.

Counters, drop boxes, and office hours

The Finance Department is at 310 West Elm Street, Lodi, CA. Published business hours are Monday–Thursday 8:00 a.m.–5:00 p.m. and every other Friday 8:30 a.m.–4:30 p.m. Customers may use cashier windows and a payment kiosk; the City’s FAQ lists cash, checks, and credit/debit cards at the kiosk/cashier operation. The City also lists authorized payment locations at Walmart, 1600 Westgate Drive; Discoteca El Gallo, 8 N Cherokee Lane; and Check Into Cash, 720 S Cherokee Lane. A payment drop box and a 24-hour cash payment kiosk are also listed. Mail/check alternatives should be used when a payment location’s current hours or acceptance rules are not confirmed.

The Lodi Connect payment page displays American Express, Visa, MasterCard, Discover, PayPal, Venmo, Apple Pay, and Google Pay. The City’s FAQ also confirms bank-account/e-check payments, recurring or automatic payments, and credit-card payments through the online account; the IVR supports e-check or credit card.

2026 transaction pricing

Convenience fees

As of July 31, 2026, the City historically absorbs the online, phone, and kiosk convenience fees, but its approved 2026 notice says customers will pay them beginning October 1, 2026: residential credit/debit cards 2.49% per transaction, commercial credit/debit cards 2.99%, and ACH/electronic check $0.10 per transaction. In-person credit/debit payments will be 3.50%; in-person cash and checks have no fee. AutoPay customers are instructed to review updated terms beginning August 1 and may be removed after September 28 if they do not accept the terms.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Payment guidance

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Lodi Finance Department / Public Works Water Utility and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
