The direct portal is the fastest route when it is available. The provider identifies its payment gateway as InvoiceCloud. Monterey Park replaced Paymentus with InvoiceCloud in August 2024; the current portal supports registration, one-time guest payment, bill viewing, scheduled payments, e-bill, and account balance access.. (844) 459-1777 is the City's 24/7 automated payment and account-balance line. It accepts online-service telephone payments and the City directs customers with a scheduled shutoff or already-disconnected water to call Utility Billing at (626) 307-1342 before paying.

Have your account number and payment instrument ready. Follow the provider’s recorded prompts and retain the confirmation number.

The City offers InvoiceCloud email/e-bill, paperless billing, EasyPay bank debit, online payment, and automated phone payment, but the reviewed official pages do not publish an SMS keyword, short code, or text opt-in flow. Mail-in address

City of Monterey Park, Attn: Utility/Finance Department, 320 West Newmark Avenue, Monterey Park, CA 91754-2896. The City also instructs customers to follow the remittance address printed on the monthly bill; the standard EasyPay and utility-mail materials use the City Hall address. Include the bill stub and account number and allow posting time.

Counters, drop boxes, and office hours

Payments and new-service documents are handled at the Revenue Collection/Cashier counter inside Monterey Park City Hall, 320 W. Newmark Avenue, Monterey Park, CA 91754. Public cashier hours are Monday–Thursday, 7:30 a.m.–6:00 p.m.; City Hall is closed Fridays, weekends, and holidays. A drop box at the west entrance accepts after-hours deposits and is opened on business days. The City accepts cashier-counter payments and provides online, phone, mail, and free EasyPay bank-debit options; exact in-person card brands should be confirmed with the cashier.

InvoiceCloud lists Visa, Mastercard, American Express, Discover, Google Pay, Apple Pay, ACH/electronic check, PayPal, PayPal Credit, and Venmo. Customers can make one-time or registered payments, schedule payments, and view bills. The City's free EasyPay program withdraws the monthly amount from a checking account approximately 20 days after the bill issue date and requires a signed enrollment form plus voided check; allow two to four weeks for enrollment.

Convenience fees

InvoiceCloud states a 2.65% convenience fee on credit/debit-card, PayPal, and Venmo payments, with a $2.00 minimum, plus an additional $0.50 surcharge when payment is made through the automated phone line. Returned payments incur a $25 service charge regardless of payment source. EasyPay checking-account direct debit is published as free; the checkout screen controls the exact ACH treatment if a separate online ACH fee is shown.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Monterey Park Water Utility Division and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
