Billing frequency
Monthly. Oceanside assigns each account a read cycle and publishes a 2026 monthly meter-reading calendar; the bill is generated from the monthly read and includes water, wastewater, and applicable City-waste charges.
Rate structure
Increasing-block potable-water pricing measured in units of 748 gallons/100 HCF, with a fixed monthly meter charge and pass-through charges for Metropolitan Water District readiness-to-serve, San Diego County Water Authority infrastructure access, SDCWA water surcharge, and watershed protection. Effective January 2026, single-family Tier 1 is 0–13 units at $3.03/unit and Tier 2 is 14 or more units at $3.81/unit; the rate schedule changes for multifamily, master-metered, manufactured-home, irrigation, and larger-meter classifications.
Residential cost reference

For a typical 5/8- or 3/4-inch meter, the 2026 fixed water components are approximately $21.69 base, $0.60 Metropolitan readiness-to-serve, and $4.55 SDCWA infrastructure access; usage is about $20–$29 before the published SDCWA surcharge and watershed-protection pass-throughs. Adding the 2026 residential wastewater customer charge, service charge, and winter-quarter-average flow charge produces a planning estimate of roughly $138–$174 per month for combined water and wastewater at this usage, before City-waste, taxes, penalties, unusual meter size, or prorating.
Wastewater and sewer calculation
Single-family wastewater is calculated from a fixed $7.89 account customer charge, a $21.11 per-dwelling service charge, and a flow charge based on the account’s winter-quarter average, with the 2026 schedule ranging from $20.95 for 0.01–4 units to $62.83 for 11.01 or more units. Multifamily properties use a per-dwelling service charge plus flow-based rates, with different factors for properties that do or do not separately meter irrigation. The winter-quarter average is intended to approximate indoor wastewater discharge and avoid charging irrigation water as sewer; exact class and seasonal rules are controlled by the current City rate sheet.
Meter reading
Oceanside uses Advanced Metering Infrastructure paired with WaterSmart. Official City material says transmitters securely send encrypted data to City servers once per day while the meter captures usage in one-hour increments, allowing customers to see hourly patterns and identify leaks. Billing remains organized around monthly read cycles: the City publishes a 2026 schedule with five read cycles and specific monthly read dates, and its utility explanation still describes professional field representatives reading each meter monthly. The AMI data supports WaterSmart alerts and customer analysis while the scheduled monthly read is used for billing and field verification.
New-account deposit
A deposit is required according to meter size unless the customer provides proof of ownership. The published residential schedule lists $288 for 5/8-inch and 1-inch meters; irrigation deposits range from $100 for 5/8-inch and 1-inch to $150 for 1.5-inch, $400 for 2-inch, $750 for 3-inch, and $1,000 for 5-inch meters. Commercial deposits are calculated for the business and meter, while multifamily owners sign an agreement rather than paying the ordinary tenant deposit. After 12 consecutive months of good credit beginning after the third installment, the deposit is automatically applied to the account. If held until termination, it is applied to the outstanding balance and any remainder is mailed approximately three weeks later; an owner may waive a tenant’s deposit through the City’s signed or notarized liability process.
Activation or transfer fee
Customers should request establishment or termination at least two working days in advance through Utility Billing at (760) 435-3900 or the 300-C North Ditmar Street office. The current 2026 setup fee is $62. If water is off and the request is made before 2:00 p.m., the City may provide same-day service under its current procedures; requests after the cutoff can incur the $250 same-day/after-hours fee. The public schedule does not separately identify a transfer-only fee, so a name transfer should be confirmed with the representative rather than assumed to be free.
