- Wastewater and sewer calculation
- Orange sanitation billing uses fixed residential charges rather than a winter-average formula. Effective January 1, 2026, single-family sewer maintenance is $19.21 per billing period, sewer infrastructure is $8.70, and the citywide street-tree program is $3.20; commercial accounts use volumetric HCF rates. The sanitation rate sheet states that volumetric charges are calculated by multiplying water consumption in HCF by the applicable rate.
- Meter reading
- Orange's 2026 public billing notice says regular meter-reading operations resumed March 18, 2026 after a temporary suspension. Actual readings are obtained on each account's next regularly scheduled cycle, with automated reconciliation of prior estimates. The reviewed pages do not identify the meter vendor or state AMI/AMR transmission frequency.
- New-account deposit
- A June 2026 universal residential deposit amount was not exposed in the accessible billing page. The City's fee schedules show deposit-based development and construction-meter charges, and the municipal code permits a deposit when service has previously been discontinued for nonpayment; any required residential utility deposit should therefore be confirmed during account establishment.
- Activation or transfer fee
- The June 1, 2026 Master Fee Schedule lists a $66 utility-account establishment fee and a $27 as-of-last-read establishment fee. The City's customer page requires at least one business day to process a start request and requires service location, applicant identity/contact, Social Security number or tax ID, driver's license, and mailing address.
