What the public record says about a leak adjustment
CPAU's leak-adjustment policy allows a customer who discovers and repairs a leak to apply within 60 days of the bill due date. The repair must be completed first; City staff may inspect it, or third-party receipts may be accepted. Adjustments cover up to two consecutive billing periods, are limited to one water/wastewater leak adjustment per 36 months, use the prior three years of historical consumption as the normal baseline, and define leak volume as usage above 100% of normal. Charges are removed from higher tiers first, and the maximum water adjustment is $500 per application. WaterSmart/AMI alerts also help identify continuous usage.
