Leak-adjustment policy
No fixed current 2026 leak-credit formula or automatic percentage adjustment was published in the materials reviewed. Stockton provides an administrative bill-review and appeal process: a customer should request review within 10 days of the bill date, explain the suspected leak, and submit supporting documentation such as repair invoices, receipts, photographs, or other proof through utilities@stocktonca.gov or by mail to 425 N. El Dorado Street, Stockton, CA 95202, Attn: Utility Billing. Staff generally responds within 21 days. If the review is denied, the customer may appeal within 21 days of the written response to the Director at WaterFacts@stocktonca.gov or 2500 Navy Drive, Stockton, CA 95206, Attn: Utility Bill Appeal, including the denial letter, bill, and supporting records. Any adjustment or refund remains subject to the applicable municipal-code provisions, including section 13.04.160.
State and federal aid connection
