Only provider-specific public findings are stated as policy. A missing field is not replaced with a rule borrowed from another utility.

Provider-specific findings

Delinquency research for this provider

The notes below may document a rule or explain a specific public-information limit. Any active notice and direct provider confirmation remain controlling.

Grace period
The municipal code’s bill language identifies 25 days from billing as the published threshold associated with delinquency penalties or interest; the City’s current residential disconnection policy separately places residential water shutoffs under an administrative suspension.
Late-fee rules
The current official pages reviewed do not publish a definitive 2026 percentage or flat late-fee schedule. Stockton municipal-code provisions authorize delinquency penalties and interest under the applicable ordinance or resolution. A historical COVID-era arrearage program waived late fees only for qualifying pandemic-period arrears and should not be treated as a current general waiver.
Shut-off timeline
Current City policy states that residential water-service disconnections for delinquent residential accounts are administratively suspended. Outside that temporary policy, the municipal code provides that water service may be terminated when a bill remains unpaid beyond the applicable delinquency period, described in current code materials as more than 60 days after billing; the exact operational residential timeline while the suspension remains in effect is not published.
Warning and notice protocol
The administrative suspension policy directs customers with disputed bills to request a review within 10 days of the bill date by emailing utilities@stocktonca.gov or mailing 425 N. El Dorado Street, Stockton, CA 95202, Attn: Utility Billing. Staff generally responds within 21 days; an appeal to the Director may then be submitted within 21 days of the written response. The current materials do not specify a fixed sequence of automated calls, texts, colored notices, or door hangers.
