Emergency reporting route
(209) 668-5590 during business hours, Monday–Friday 8:00 a.m.–5:00 p.m., for water, sewer, or streets-related emergencies; (209) 668-1200, Turlock Police Department dispatch, for emergency calls outside business hours. The City asks residents to use the after-hours number only for emergencies.
Utility assistance program
Turlock offers a senior discount for garbage service only: the applicant must be at least 65, be the primary account holder, reside at the service location, and occupy a qualifying single-family residential building with the residential 96-gallon garbage bundle. No current water-rate or sewer-rate senior reduction is published. The City also offers payment agreements, including a medical-hardship process requiring written physician certification and a willingness to amortize the balance for up to 12 months; the accessible pages do not publish a separate water-bill credit cap.
