What the public record says about a leak adjustment
Customers should first stop the leak, protect the premises, and document the event. Check toilets, irrigation, faucets, appliances, and the meter; a meter that continues registering with all fixtures off can indicate a private-side leak. Golden State Water's public Culver City materials do not publish an automatic private-leak credit formula, guaranteed percentage reduction, or universal repair-receipt cap. The customer should promptly call 1-800-999-4033 or customer service, retain dated repair invoices, photographs, plumber reports, and meter readings, and request an account-specific high-bill investigation. Water that passes through the customer's meter is ordinarily billed to the account, while a utility-main or pre-meter issue is handled differently; meter-error testing is a separate CPUC Rule 18 process.
