What the public record says about a leak adjustment
Golden State Water advises customers with a high bill to stop water use, observe the meter, and inspect toilets, faucets, irrigation, appliances, and other customer plumbing. Water passing through the meter and leaking on the customer's property is normally billable; leaks in a utility main, pre-meter facility, or fire hydrant do not affect the customer's metered use. The reviewed South Arcadia materials do not publish an automatic private-leak credit formula or repair-receipt cap. Customers should promptly call 1-800-999-4033, retain repair invoices and photographs, and request a bill investigation. Meter-error testing is a separate CPUC Rule 18 process.
