Leak-adjustment policy
Great Oaks' FAQ explains the physical scale of common leaks, including daily and monthly gallon-loss examples, and directs customers to contact the company for account questions. The reviewed public tariff and FAQ do not publish a defined residential hidden-leak credit formula, repair-receipt checklist or maximum adjustment; customers should stop the leak, retain plumber/repair evidence and request a written review from Customer Service.
Utility assistance program
Great Oaks funds a CPUC-authorized Customer Assistance Program (CAP). Its July 1, 2026 bill calculation shows a $0.1917-per-CCF CAP surcharge for non-CAP participants, while eligible participants receive the applicable tariff benefit. The reviewed pages do not expose the 2026 household income cap or monthly credit amount; the company directs customers to its CAP/LIHWAP information.
State and federal aid connection
Great Oaks' home page directs customers to California's Low Income Household Water Assistance Program (LIHWAP) for large past-due balances and explicitly states that Great Oaks cannot enroll customers in the benefit. Customers must apply through the state program using the link on the official Great Oaks page; the utility can provide account information but does not administer the federal pass-through application.
