Billing frequency
Bimonthly. Helix reads meters in the field every two months and sends one bill for the prior two-month service period; for example, a March bill covers January and February water use. The bill due date is 21 days after issue. Fixed charges are bimonthly and variable charges are based on the prior two months’ units.
Rate structure
Bimonthly increasing-block residential rates, with separate Helix and San Diego County Water Authority fixed and variable charges. One billing unit equals 748 gallons. For Helix water use beginning May 1, 2026 and reflected on bills beginning July 1, 2026, single-family Tier 1 is 0–12 units at $3.78/unit, Tier 2 is 13–26 units at $4.15/unit, and Tier 3 is 27 or more units at $5.70/unit. The Helix 3/4-inch bimonthly fixed charge is $36.81 and the SDCWA 3/4-inch fixed charge effective January 1, 2026 is $42.34; SDCWA’s variable charge is $3.91/unit. Helix also lists elevation-based energy and dedicated-fire-line charges where applicable.
Residential cost reference
For 5,000–7,000 gallons per month, a 3/4-inch home uses approximately 6.7–9.4 units monthly or 13.4–18.7 units per two-month bill. At the 2026 combined variable rates of $3.78 Helix plus $3.91 SDCWA per unit, the variable portion is approximately $103–$144 per bimonthly bill; adding the $36.81 Helix fixed charge and $42.34 SDCWA fixed charge gives approximately $182–$223 per bimonthly bill, or about $91–$112 per month before elevation, fire-line, or other property-specific charges. Helix provides drinking water only; wastewater is billed by cities, Padre Dam, other agencies, or private septic systems, so a combined water/sewer total cannot be stated universally.
Wastewater and sewer calculation
Helix provides potable drinking water and does not itself provide a universal sewer charge. Customers in El Cajon, La Mesa, and Lemon Grove receive wastewater service from their respective cities; some areas receive Padre Dam or another agency’s wastewater service, and some properties use private septic systems. Helix’s water bill therefore does not publish a district-wide winter average, sewer percentage, or sewer fixed charge. Customers must consult the city or wastewater provider serving the parcel for the separate wastewater calculation.
Meter reading
Helix reads meters in the field every two months with handheld devices and uses software to flag high or low readings for customer-service review and physical reread. The current customer guidance describes manual bimonthly meter reads rather than a fully deployed utility-owned AMI network. Customers can inspect an analog or digital register, use the low-flow indicator, and request a meter test; Helix also promotes third-party smart leak detectors that synchronize with smartphones and provide continuous-flow alerts. Estimated bills use the same period one year earlier and other relevant factors; a later actual read reconciles the account.
New-account deposit
Helix may require a deposit for a new applicant or reinstatement customer with poor/high-risk payment history, a delinquent account at the property, or tampering/damage. A good credit report may be provided instead of a deposit for a new applicant. The deposit is 1.5 times the average annual bimonthly bill for the service class and meter size, or another administrative amount not exceeding one year of expected charges; no interest is paid. After one year of prompt payment—six bills—the deposit automatically refunds on the seventh billing. A deposit may be required in cash, money order, cashier’s check, card, or online payment depending on the reason it was imposed; delinquency-related deposits require cash, money order, or cashier’s check.
Activation or transfer fee
Helix charges a $32 account setup fee on the first water bill. Start requests must be made at least 24 hours in advance by phone, or at least 48 hours in advance online; turn-ons occur Monday–Friday excluding holidays and the customer need not meet staff because the meter is outside. Customers can transfer by stopping the old service and starting the new one through the CSS portal or by calling (619) 466-0585. Closing bills are due within 21 days; if a closed account remains unpaid, Helix can notify the customer and apply the balance to another active Helix account. A meter removed after one year without reopening incurs the $136 meter-reinstatement fee.
