What the public record says about a leak adjustment

Otay offers a one-time lifetime leak adjustment per single-residential-service location, not full forgiveness of lost water. Eligibility requires that water use be at least twice the normal monthly average, the leak be repaired, proof of repair be submitted, and confirmed usage return to normal. The customer completes the online Leak Adjustment Request with account and incident dates, repair date, a description, and documentation such as a plumber invoice, parts receipt, or photographs; the form accepts JPG, PNG, or PDF files up to 8 MB. Otay evaluates the request after the customer completes one full billing period without the leak, then recalculates the highest-use month using comparable prior-year same-month usage. Units above the normal average are rebilled at the lowest tier and added to the normal average. The ordinary adjustment covers one month; an additional month may be approved only in extreme cases at District discretion. Customers are advised to continue paying while the request is pending.

Otay’s current public customer pages do not publish a recurring low-income water-rate discount, senior discount, or disabled-veteran cap. The residential rate structure provides a conservation/lifeline benefit by applying the lowest rate to the first five units when total use is below ten units. Customers in hardship can request a payment extension or up to 12-month amortization under Policy 54, and medically vulnerable households may avoid termination when a primary-care provider certifies that shutoff would be life-threatening or a serious health and safety threat, the household cannot pay within the normal cycle, and the customer accepts an alternative payment arrangement. Qualification can be shown through CalWORKs, CalFresh, General Assistance, Medi-Cal, SSI/SSP, WIC, or household income below 200% of the federal poverty level.

Otay previously directed eligible customers to the one-time federal LIHWAP program administered by the Metropolitan Area Advisory Committee (MAAC), with payments made directly to the District through maacproject.org/lihwap, (619) 349-0123, or water@MAACproject.org. That historic program material is not a current guarantee: California’s current CSD water-assistance page at https://www.csd.ca.gov/waterbill says the federal LIHWAP application period has ended. Otay also links to San Diego County and City emergency rental/utility-assistance resources but states that those programs are administered by the respective cities and counties, not Otay. Customers should call (619) 670-2222 before the notice deadline, request an SB 998 review or payment arrangement, and verify current MAAC, county, or charitable funding before relying on aid.

A high bill can have several causes, including a hidden plumbing failure, irrigation use, a meter issue, a change in occupancy, or a rate adjustment. The provider’s leak policy determines whether any credit is available; an unusually high bill does not automatically qualify.

Keep a dated record of the reading, the suspected source, the repair, the contractor or parts receipt, and the return to normal use. Ask whether the utility requires a specific form, a licensed repair, a meter test, photos, or a request within a fixed number of days.

For income-related difficulty, ask about local assistance, payment arrangements, state programs, and community referrals separately from a leak adjustment. These programs often use different applications, documents, funding limits, and deadlines.
