Emergency reporting route
(909) 820-2546 is the published Rialto Water Services customer-service number and after-hours water-emergency number. The City’s water-and-sewer page directs residents to the same number for after-hours water emergencies; call 911 for an immediate public-safety emergency.
Leak-adjustment policy
Rialto provides a Water Adjustment Request form for a high bill caused by a repaired leak. The customer must identify the account, explain that a leak existed and was repaired, give the repair date and location, and furnish proof that both the leak and repair occurred. Accepted supporting evidence listed on the form includes a purchase receipt, plumber’s receipt, and/or notarized statement from the repair person. The customer requests the maximum credit, but the published form does not state a universal percentage, gallon calculation, number-of-bills limit, or automatic approval rule; Customer Service reviews the documentation and determines the account adjustment.
Utility assistance program
Rialto’s Utility Users Tax program provides a senior exemption for residents age 65 or older and an income-based exemption with household-size income thresholds. The City’s 2026 rate materials also state that the residential UUT is suspended from January 1 through December 31, 2026, providing a temporary household-wide reduction rather than a water-usage credit. The City’s rate-adjustment FAQ says the existing low-income discount program continues at 20% for enrolled customers. The reviewed pages do not identify a separate disabled-veteran discount cap.
State and federal aid connection
Rialto’s Water Enterprise Policy incorporates California SB 998 and provides residential alternatives such as extensions, amortization, payment arrangements, and hardship protections. The City’s low-income discount and UUT exemption processes are local, with senior and income-based application routes through the City.
