The direct portal is the fastest route when it is available. The provider identifies its payment gateway as OnlineBiller. Never enter account credentials into a lookalike site reached through an unsolicited message.

Mail, text, and in-person payment instructions

Pay by text

Rialto Water Services does not publish a keyword-based text-to-pay program. For cash payment through PayNearMe, customers can use the barcode on the back of the bill; if they lack a bill, Customer Service can email or text a barcode to the customer or a designated payer. The barcode is then taken to a participating store, where the customer pays cash and retains the receipt. This is a text-delivered cash barcode rather than an SMS account-autopay enrollment.

Mail-in address

Rialto Water Services, P.O. Box 60450, Los Angeles, CA 90060-0450. The separate general-correspondence address is P.O. Box 800, Rialto, CA 92377, so payment remittances should use the Los Angeles lockbox printed on the billing page and bill materials.

Counters, drop boxes, and office hours

Rialto Water Services’ customer-service office is at 437 N. Riverside Avenue, Rialto, CA 92376, and is open Monday through Friday from 8:00 a.m. to 5:00 p.m. for in-person bill payment and customer-service assistance. The published materials do not provide a separate counter-by-counter list of accepted tender, but the online bill-pay service accepts cards and bank accounts, and the office should be contacted at (909) 820-2546 for current desk-payment instructions. Cash can also be paid at participating PayNearMe stores using the bill barcode; a $1.99 convenience fee applies to that cash channel. The City’s own 150 S. Palm Avenue offices handle Utility Authority policy and rates, while the Veolia-operated billing office handles retail account service.

What you can use online

The OnlineBiller portal supports one-time and recurring payments from a credit card or bank account. Rialto also offers automated phone payments at (909) 820-2546, PayNearMe cash payments through a bill barcode, electronic bills, and autopay. The reviewed official pages do not list Apple Pay, Google Pay, PayPal, Venmo, or ACH-specific branding beyond bank-account payment.

Convenience fees

Online credit-card payments are advertised with no service charge or processing fee. The separate PayNearMe remote-cash channel charges a $1.99 convenience fee. The published materials do not identify a distinct 2026 surcharge for online bank-account payments or automated phone payments.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by Rialto Utility Authority / Rialto Water Services, operated by Veolia North America and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.

Never send your account number, password, card details, or bank information to Water Ledger. Those details belong only on the provider’s verified payment channel or at an authorized counter.
