Emergency reporting route
909-384-5141, the Department’s main emergency number staffed by an answering service for water and sewer emergencies 24 hours a day, seven days a week. Use it for street leaks, water-main breaks, hit hydrants, sewer spills, and other urgent conditions. Customer account, billing, start/stop, and restoration questions use 909-384-5095 during normal hours.
Utility assistance program
SBMWD’s Customer Assistance Program provides a $15.00 deduction from the monthly water bill for qualifying single-family residential customers who are the customer of record and live at the primary service address. The 2026 application requires household-member names, acceptable prior-year income documentation, identification, and a completed application. Income limits are published by household size; applications become effective the billing period after approval, last two years, require reapplication every two years, and are limited to 500 participants on a first-come, first-served basis. The program does not apply to duplexes, triplexes, or other multifamily accounts.
State and federal aid connection
The current SBMWD assistance materials publish a local CAP application and payment-arrangement contact but do not identify a direct LIHWAP application URL or automatic state/federal water-aid posting process. Customers facing delinquency should call 909-384-5095, request a payment arrangement, and ask which current county, state, or nonprofit assistance can be applied. SBMWD provides local account-based CAP relief and separate hardship review; third-party payments should be coordinated with the Department before the final delinquency deadline.
