The provider identifies its payment gateway as Online eBiller for account access and paperless billing; ACI Payments Inc. for internet and telephone credit-card transactions.. SBMWD’s current materials describe email billing alerts, paperless billing, automatic bank drafting, online e-check, ACI telephone payment, and AMI usage alerts that may arrive by email, text, or phone call, but they do not publish an SMS keyword or bill-payment opt-in workflow.

SBMWD, P.O. Box 710, San Bernardino, CA 92402. The Department says checks should be payable to San Bernardino Municipal Water Department and that customers should return the payment stub; past-due payments should not be mailed because receipt timing and restoration cannot be assured.

Counters, drop boxes, and office hours

Customer Service Office, 1350 South E Street, San Bernardino, CA 92408. Lobby and call-center hours are Monday through Thursday, 8:00 a.m. to 5:00 p.m., and Friday, 8:00 a.m. to 4:00 p.m. The south side of the building has an after-hours payment depository; deposits made after 7:00 a.m. are processed the next business day. The office accepts cash, cashier’s check, check, and money order, but explicitly does not accept credit or debit cards at the counter. Customers should use the office for delinquent restoration rather than an outside payment center.

The Online eBiller supports no-fee one-time e-check payments from a checking or savings account and free automatic monthly bank drafting. ACI Payments supports Visa, Mastercard, American Express, and Discover credit-card payments online or by telephone. Customers can also receive electronic statements and paperless billing through Online eBiller. Digital wallets and Apple Pay/Google Pay are not listed in the current public payment options.

Convenience fees

$3.25 processing fee per ACI credit-card transaction, whether paid over the internet or by telephone. One-time e-check quick pay and automatic bill payment from checking or savings are free. The fee applies to the ACI card channel, not to the free bank-draft program.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by San Bernardino Municipal Water Department and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
