Mail, text, and in-person payment instructions

Pay by text

Customers can enroll in Pay by Text through the InvoiceCloud online bill-pay service. The District's payment page does not publish the keyword or short code; customers should register with their account number, choose Pay by Text and follow the SMS confirmation process.

Mail-in address

Valley County Water District, P.O. Box 7806, Baldwin Park, CA 91706. Checks or money orders should be payable to Valley County Water District and sent early enough for next-business-day posting.

Counters, drop boxes, and office hours

District office, 5121 Lante Street, Baldwin Park, CA 91706. The District provides a 24-hour payment box outside the office entrance for checks or money orders; do not leave cash. Cash payments can also be made at participating 7-Eleven, CVS and Family Dollar locations through PayNearMe using the bill's Paycode. InvoiceCloud accepts Visa, Mastercard, Discover and American Express, plus checking or savings-account payments; the page also identifies Apple Pay for telephone payments. PayNearMe supports cash at participating retail locations. Automatic draft and paperless billing are available.

The District's payment page does not publish a current online card/ACH convenience fee. PayNearMe cash payments carry a $1.99 processing fee. Payments are posted on the following business day.

Payment guidance

Choose the payment channel that fits your deadline

The safest payment path is the one published by Valley County Water District and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
