What the public record says about a leak adjustment

Vista’s Leak Adjustment Policy applies to one billing period with exceptionally high consumption caused by an undetected, unintentional private plumbing leak. The customer must repair the leak before applying, complete the District Leak Adjustment Request Form, provide the requested account and discovery/repair information and supporting documentation, and continue paying the bill or an approved arrangement while the request is reviewed. An approved adjustment reduces part of the water-usage charge; it does not waive the full bill or the entire cost of lost water, and the District may deny or delay an incomplete request.

Vista’s discontinuation policy recognizes medical and financial hardship. A qualifying customer must provide medical certification that shutoff would threaten a resident’s health or safety, demonstrate income hardship through qualifying California programs or a declaration at or below 200% of the federal poverty level, and enter a Hardship Payment Agreement. The reviewed 2026 materials do not publish a separate senior or disabled-veteran credit cap.
