What the public record says about a leak adjustment
Vista allows one billing-period adjustment for an undetected, unintentional private-side leak. The customer must repair the leak, complete the Leak Adjustment Request Form, and submit supporting documentation/verification within 30 days of the billing-statement date. Usage must be at least twice the normal average for the same billing period compared with the prior three years, the account must have at least two years of good standing, and no prior adjustment may have occurred in five years. The credit applies the Tier 1 rate to Tier 2/3 usage above the three-year average and is capped at $500; negligence, irrigation-timer resets, third-party loss, and failure to respond to warning signals are excluded.
