Pay by text

No pay-by-text enrollment or text keyword was identified on the current Loveland payment-options or 2026 rate pages. Customers can use the online account, e-check, or phone system and should confirm any future SMS payment feature with Utility Billing.

Mail-in address

City of Loveland Utilities, PO Box 202152, Dallas, TX 75320-2152. The city asks customers to include the payment stub or account identifying information.

Counters, drop boxes, and office hours

The primary in-person location is the Civic Center, 500 E. 3rd St., Loveland, CO 80537. Utility Billing is available at the Civic Center during the city's published business hours, generally Monday-Friday 8:00 a.m.-5:00 p.m.; the city also provides a drop box there and states that payments are collected daily. Do not place cash in the drop box. Utility Billing can be reached at 970-962-2111 and the main utility office is at 200 N. Wilson Ave.

Free e-check, checking or savings account payments, and Visa, Mastercard, Discover, and American Express credit/debit cards through the Paymentus portal or telephone system. Paper checks and in-person traditional payments are also supported; a 2.85% service fee applies to card payments beginning June 1, 2026.

Starting June 1, 2026, the city charges a 2.85% processing fee on credit and debit card payments. E-check, checking, savings, and bank-draft payments are described as free.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Loveland Utilities and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
