Thornton’s current official billing pages do not publish a text-to-pay keyword, short code, or SMS enrollment sequence. Customers can receive paperless-bill email alerts and can set leak notifications through the Thornton WaterSmart portal, but those alerts are not a payment authorization. Use the Paymentus portal or the 303-538-7370 option-1 phone system for payment enrollment.

Mail-in address

City of Thornton, P.O. Box 209103, Dallas, TX 75320-9103. Thornton moved its Wells Fargo lockbox from Denver to Dallas and says all check payments should use the new Dallas address. Include the account number and/or property information; the city also advises using the payment address printed on the bill if it differs.

Counters, drop boxes, and office hours

Customers may pay at Thornton City Hall, 9500 Civic Center Drive, Thornton, CO 80229, from 8 a.m.–5 p.m. The city also accepts walk-in payments at participating Walmart and King Soopers locations through CheckFreePay; hours vary by store but are generally available seven days a week until 9 p.m. CheckFreePay requires the 13-digit account number and Thornton’s nine-digit biller ZIP code 802294326, accepts cash or debit card, credits the city on the following business day, and assesses a retailer transaction fee. Thornton also provides a drive-up drop box at 9500 Civic Center Drive and a walk-up drop box at 12450 Washington Street; use only a check or money order in those boxes.

Thornton’s online Customer Portal is powered by Paymentus and accepts online utility payments. The city’s automated phone route specifically accepts credit-card payment, while the portal supports the applicable electronic card and account-payment methods shown at checkout. Paperless billing is free and sends an email notice when the bill is ready. The current public billing page does not enumerate every card brand, ACH label, or mobile wallet, so customers should rely on the live Paymentus payment screen for the final method list.

Convenience fees

Thornton does not display a universal online card or e-check convenience-fee amount on its current public utility-billing page. CheckFreePay in-person grocery payments carry a retailer transaction fee, while paperless billing has no extra fee. The 2026 water ordinance establishes utility charges but does not state a Paymentus convenience-fee schedule in the pages reviewed; confirm any fee before submitting an online card payment.

The safest payment path is the one published by City of Thornton – Thornton Water and Utility Billing and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
