- The City's published Text2Pay instructions use the legacy portal https://ipn2.paymentus.com/cp/wmde: log in, open Account Details, select the edit/crayon control, check 'Bill Summary - Pay by Text,' choose the payment method and save. The City says enrollment and payments have no additional fee beyond standard carrier messaging rates, but its newer live billing system is Enquesta, so customers should verify the current portal account before enrolling.

- The current Wilmington Water pages do not publish a separate water lockbox address. Mail checks with the bottom bill portion and account number to the remittance address printed on the monthly statement; the City’s staffed payment location is the Louis L. Redding City/County Building, 800 N. French Street, Wilmington, Delaware 19801.
- In-person payment
- Revenue Division cashier windows, Louis L. Redding City/County Building, 800 N. French Street, first floor, Wilmington, Delaware 19801. Hours are Monday, Tuesday, Thursday and Friday 8:30 a.m.-3:45 p.m.; Wednesday 8:30 a.m.-7:00 p.m. A payment drop box is in the building lobby. The Water Utility administrative office is on the sixth floor, same building, and customer service is available through 311 or 302-576-2620.
- Digital payment methods
- The current Enquesta portal lists Visa, Mastercard and Discover credit/debit cards, Walmart, PayPal, PayPal Credit, Venmo, Google Pay, Apple Pay, checking and savings accounts, and AutoPay. The legacy Paymentus/Text2Pay path also supports stored payment methods and mobile payments.
- Online convenience fees
- The Enquesta FAQ says the City does not charge a fee for online payments; the published Text2Pay page likewise says no additional enrollment or payment fee, although standard mobile-carrier text rates may apply. Any third-party bank/card charge shown at checkout is separate from a City fee.
