Provider-specific findings

Billing and account research from public material

Provider-specific research notes are displayed separately from fields that contain only an unavailable-information marker. Read qualifiers in each note and verify current account terms with the provider.

Billing frequency
Monthly; the City describes recurring drafts in relation to each monthly utility bill and due date.
Rate structure
Metered base charge plus consumption charges under the City’s current water-and-wastewater rate resolution; the public comparison table provides bill examples but the complete tier table is maintained in the rate study/resolution.
Residential cost reference
$92.41 for a typical 5/8-inch or 3/4-inch residential account using 6,000 gallons, water plus wastewater, at rates effective December 1, 2025 and used for the 2026 operating period. This is a rate-table comparison estimate and excludes unrelated solid-waste or stormwater charges.
Wastewater and sewer calculation
Wastewater is billed as a separate metered service alongside water. The City’s published comparison table combines the two charges at stated usage levels, but the reviewed public page does not expose a current winter-average formula or a simple fixed percentage tie-in. Customers with an unusually high bill are told to request an immediate meter re-read work order; they remain responsible for the bill while the review is pending.
Meter reading
Sanford began replacing its drive-by AMR system with AMI in 2024. The utility bills from automated metering but the reviewed pages do not guarantee an hourly transmission interval or publish a fixed route-read calendar; customers can request a re-read work order for suspected meter or leak problems.
New-account deposit
Residential startup deposit is generally $75. Sanford states that a credit review can waive the deposit; the public guide also explains that deposits are subject to the City’s account rules and refund process rather than being automatically waived for every applicant.
Activation or transfer fee
New service activation is $35; transferring an active account is $35. A turn-on performed after 4:00 p.m. adds $10. Delinquent reconnection is separately charged at $55, plus the applicable $10 after-hours/weekend/holiday surcharge.
