- Wastewater and sewer calculation
- CWLP collects sewer charges for the Springfield Office of Public Works and sanitary charges for the Sangamon County Water Reclamation District. Inside-city Sewer Rate 10 uses the water meter size for a monthly customer charge and the customer’s water consumption for volume: for a 5/8-inch meter, the published charge is $8.81 Public Works sewer plus $7.52 SCWRD sanitary, with the first 3 units charged at $1.01 plus $4.44 per unit and all units after 3 at $2.14 plus $4.44. Unless a customer files the applicable septic affidavit, CWLP assumes consumed water enters the sewer system. A sewer revenue meter can exclude irrigation, pool filling, and other water that does not enter the sewer.
- Meter reading
- CWLP reads customer water and electric meters on or about the same date each month. The published policy describes utility meter readers and customer self-reading when a meter is inaccessible, not an AMI platform. If access is blocked, bills may be estimated; a residential customer can submit readings for up to three consecutive months before CWLP requires a field-investigator appointment to verify the meter.
- New-account deposit
- A residential service deposit is currently $50 and must be paid when service is started for a first-time applicant or an applicant with a poor prior payment record. A first-time applicant can avoid it by providing a letter from the previous utility showing at least 12 continuous months of service with no late penalties. A returning CWLP residential customer with at least 12 continuous months and no late penalties also avoids the deposit. After 12 continuous months with no more than two late penalties, CWLP returns the deposit plus interest as an account credit; if service ends sooner, it is applied to the final bill. Nonresidential water-only applicants without billing history have a $75 minimum deposit, generally maintained at two months of average charges for the first 24 months.
- Activation or transfer fee
- No separate residential activation or transfer fee is stated in the 2026 CWLP policy manual. New-service applicants must provide identity and service-address documentation, and prior unpaid CWLP balances must be cleared with any required deposit before initiation.
