Delinquency and service protection

Understand the shut-off process before it reaches your door

The safest time to ask about a past-due balance, payment arrangement, or hardship protection is before the final notice. This page translates the provider’s published rules into a practical checklist.

Notice and timing

How delinquency is handled

Grace period after the due date

A dedicated this detail was not publicly posted. The reviewed Carmel customer page gives delinquency-notice timing rather than a simple grace-day count.

Late-fee calculation

Water late penalty is 10% of the first $3.00 plus 3% of the remaining billed balance; sewer late penalty is 10% of the amount billed. A returned-payment fee may also apply under City code.

Disconnection timeline

A disconnect notice is sent when an account has an outstanding balance over 45 days. If payment is not received by the notice due date, water service is terminated; a $135.86 disconnect fee is applied before field termination. City code states water service is disconnected for accrued fees and late charges within 60 days of billing and may bar new service for a 45-day-or-more delinquent balance.

Statutory warning protocol

What notice should you expect?

Carmel sends a final disconnect/delinquent notice for balances outstanding over 45 days. The customer is told to contact the office immediately; the reviewed page does not identify an additional automated call, text or door-hanger sequence.

If a notice seems wrong

Document the account balance, payment confirmation, notice date, and any household medical or accessibility concern. Then call the provider using the contact information on its official bill or profile before the stated deadline.

Restoring service

Reconnection costs and timing

Restoration has no additional fee between 8:00 a.m. and 5:00 p.m. after the balance is made current. Restoration after 5:00 p.m. is subject to an after-hours fee, and service will not be restored after 9:00 p.m.; City code lists a possible after-hours reconnection fee of $286.20.

Need a payment arrangement?

Ask before the shut-off date

Tell the customer-service representative that you are responding to a delinquency notice and ask specifically about installment plans, hardship protection, charity referrals, and the amount required to stop the disconnection order.

Customer protection guide

What to do when a bill becomes urgent

A delinquency notice from Carmel Utilities - Water and Wastewater should be treated as a time-sensitive account document. Read the exact due date, amount required, notice method, and contact instructions on the notice, then compare them with the provider details in this guide.

If you have already paid, gather the confirmation number and posting date. If you cannot pay the full amount, call before the stated shut-off date and ask about arrangements, hardship protections, agency referrals, and the minimum amount needed to pause action.

Keep the conversation specific: ask what will stop the order, when the payment must post, whether a reconnection fee applies, and whether the utility requires a separate request for medical, accessibility, or household-protection status.
