- Emergency reporting route
- 574-235-9464 for Water Works emergencies and after-hours water service concerns. Customer account/service support is available through 311 or 574-233-0311 outside city limits; the City directs water-quality questions to waterquality@southbendin.gov.
- Leak-adjustment policy
- South Bend charges residential customers for all water passing through the meter and does not offer a residential water leak adjustment, although staff may help arrange payment terms for a large leak bill. Residential sewer charges use the most recent winter-quarter average; if a winter leak distorts that annual maximum, the customer may submit a written review request. Non-residential customers may request a sewer-only adjustment in writing when consumption is at least twice average, at least 20 CCF above average, and at least 30 CCF total. Documentation must identify the customer/address, describe the problem and dates, show when and how it was repaired with receipts or a plumber invoice, and prove the water did not enter the sewer. A supervisor monitors at least two billing cycles after repair; a credit from 0%-100% of excess sewer charges may be approved in proportion to water shown not to have entered the sewer. Adjustments cover no more than two months and are limited to one leak adjustment every two years.
- Utility assistance program
- South Bend’s Utility Assistance Program is open to homeowners and tenants receiving City sewer service and at or below 80% of area median income. Applicants apply at https://southbendin.gov/uap or by calling 311 and must reapply annually. Four monthly credit tiers are $8.00 for more than 60%-80% AMI, $14.25 for more than 45%-60%, $19.25 for more than 30%-45%, and $25.50 for 0%-30% AMI. The credit lasts one year; all residential sewer customers pay a $2.18 monthly UAP fee that funds the program.
