Monthly; the City publishes a monthly utility rate schedule and sample bill with a one-month service period.
Rate structure
Uniform per-category volumetric water rate plus readiness-to-serve base charge. Effective January 1, 2026 inside-city single-family water is $7.75 per 1,000 gallons plus the less-than-1-inch base charge shown in the City schedule; outside-city single-family volume is $13.56 per 1,000 gallons. Stormwater is an additional residential area-based monthly charge.

Wastewater and sewer calculation
Inside-city residential wastewater uses a meter-size base charge and $6.92 per 1,000 gallons effective January 1, 2026. Residential wastewater is based on average water consumption for the first three months of the year; non-residential wastewater is based on monthly water consumption. Stormwater is separately charged by residential impervious-area band.
Meter reading
The sample City bill shows an actual meter read, a 13-month usage history, and a one-month service period. The reviewed materials do not identify AMI/AMR technology or a universal transmission interval.
New-account deposit
Deposits are required for new customers and customers with a turn-off for nonpayment, as stated on the City bill. The reviewed public schedule does not expose the current residential dollar amount or a credit-check waiver/refund-after-good-standing rule.
