No official 2026 text-to-pay keyword or SMS enrollment workflow was published on the City's payment portal or online-payment FAQ. Customers can register at link.wichita.gov for paperless billing, payment history, stored payment information, autopay, and scheduled payments, and can sign up for general City notifications, but those notification subscriptions should not be treated as a bill-payment authorization.

Mail-in address

City of Wichita Public Works & Utilities, Business Operations Division, 455 N Main, 8th Floor, Wichita, KS 67202. The City publishes this address for utility correspondence and H2O Care Fund forms; customers should follow the remittance address printed on the current bill if it differs and should not mail cash.

Counters, drop boxes, and office hours

Primary in-person service and payment location is Wichita City Hall, 455 N. Main, 1st Floor, Wichita, KS 67202. The Water Customer Care Center is open Monday through Friday 8:00 a.m.–5:00 p.m.; telephone billing hours are Monday–Wednesday and Friday 8:00 a.m.–5:00 p.m. and Thursday 9:00 a.m.–5:00 p.m. The City's 2026 payment-outage notice confirms that City Hall accepts cash, checks, credit cards, debit cards, and money orders. Authorized collection stations may also be listed on the back of the customer bill, but the City does not publish a single current public directory on the accessible payment page.

The payment FAQ says the portal can store payment information after registration; no official 2026 support for Apple Pay, Google Pay, or cryptocurrency was identified.

Convenience fees

$1.00 per online or IVR transaction. The City's published refund policy describes this convenience fee as non-refundable; the 2025/2026 fee schedule also lists $35 returned-payment or rejected-payment charges.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Wichita Public Works & Utilities – Water Utilities and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
