What the public record says about a leak adjustment
Franklin allows one adjustment in a 12-month period. A leak is presumed when a one-month bill is at least twice the average of the preceding 12 months; otherwise, the customer must provide an affidavit from a plumber or City Water Department employee confirming that the leak existed and was repaired. The adjusted bill uses the current rate applied to average preceding usage, notification is due within three months, only one month is adjusted, and an appeal may be filed with the City Commission within five days.
