Delinquency and service protection

Understand the shut-off process before it reaches your door

The safest time to ask about a past-due balance, payment arrangement, or hardship protection is before the final notice. This page translates the provider’s published rules into a practical checklist.

Notice and timing

How delinquency is handled

Grace period after the due date

25 days from the postmarked date or e-bill notification date before late-payment charges are assessed. The bill due date must be at least 25 days after mailing or delivery.

Late-fee calculation

Late charges use the interest rate established by the Maine State Treasurer for delinquent taxes. If District personnel visit to disconnect and the customer pays or arranges the full balance instead, a $32 collection fee applies; multi-unit lien notification/processing is $58.

Disconnection timeline

The District must provide the due date at least 25 days after mailing/e-bill notification. For multi-unit properties, a disconnection notice is mailed under Maine PUC rules and posted at front and rear entrances at least 10 days before water disconnection. Normal-hours disconnection/restoration is $48; other-hours restoration is $54 per hour with a $127 minimum.

Statutory warning protocol

What notice should you expect?

PWD permits customers to designate a third party to receive bills and disconnection notices. For multi-unit properties it mails a notice under Chapter 660 of Maine PUC rules and posts notices at or near front and rear entrances at least 10 days before disconnection; widespread advisories use media, website, social media, phone-system, and critical-customer alerts.

If a notice seems wrong

Document the account balance, payment confirmation, notice date, and any household medical or accessibility concern. Then call the provider using the contact information on its official bill or profile before the stated deadline.

Restoring service

Reconnection costs and timing

$48 during normal business hours for disconnection or restoration; other-hours service is $54 per hour with a $127 minimum. The District aims to restore service the same day during normal hours and no later than 5:00 p.m. the following business day.

Need a payment arrangement?

Ask before the shut-off date

Tell the customer-service representative that you are responding to a delinquency notice and ask specifically about installment plans, hardship protection, charity referrals, and the amount required to stop the disconnection order.

Customer protection guide

What to do when a bill becomes urgent

A delinquency notice from Portland Water District should be treated as a time-sensitive account document. Read the exact due date, amount required, notice method, and contact instructions on the notice, then compare them with the provider details in this guide.

If you have already paid, gather the confirmation number and posting date. If you cannot pay the full amount, call before the stated shut-off date and ask about arrangements, hardship protections, agency referrals, and the minimum amount needed to pause action.

Keep the conversation specific: ask what will stop the order, when the payment must post, whether a reconnection fee applies, and whether the utility requires a separate request for medical, accessibility, or household-protection status.
