- Quarterly metered sewer base charge by meter size plus per-1,000-gallon usage, an excess-use threshold/rate, separate sewer asset/assessment charges, and service-area variation. The withdrawn FY26 proposal listed 5/8-inch sewer base $17.34 and $9.73/1,000 gallons with a 32,000-gallon quarterly threshold and $11.68 excess rate, but those values must not be represented as adopted. Some county service areas use flat sewer rates; the official rate schedule varies by location. No sewer credit is given for filling pools or outdoor watering.
- Meter reading
- Quarterly meter reads and billing. Harford 15-year meter-replacement program replaces meters older than 15 years at no customer charge. All county meters have a wireless device transmitting readings over a licensed short-range radio frequency to a handheld; this is AMR-style collection rather than a published hourly AMI feed. Outside meters can be swapped without entering the home; inside meters require an appointment, generally 7:30 a.m. to 2 p.m. weekdays, 15 to 30 minutes with water off about 5 to 10 minutes.
- New-account deposit
