Confirm the form, filing deadline, eligible repairs, calculation method, and payment expectation during review.

The notes below may document a route, rule, or explicit public-information limit. General preparation steps are not represented as utility policy.

Emergency reporting route
311 or 313-943-2150 for DPW Water and Sewerage Division requests; during normal hours water-main breaks are reported 8:00 a.m.–4:30 p.m. Monday-Friday. After hours, water-main breaks are reported to Police Department Dispatch at 313-943-2100. The city states that DPW provides around-the-clock emergency water-repair service.
Leak-adjustment policy
The public Dearborn water pages acknowledge customer leaks and direct residents to the Water and Sewerage Division for assistance, but they do not publish a guaranteed residential high-bill adjustment formula, maximum credit, repair-receipt checklist, or application deadline. Customers should report the suspected leak, correct the private plumbing problem, preserve repair documentation, and ask 311 or 313-943-2150 whether an account-specific review is available. No unverified percentage or averaging rule is recorded.
Utility assistance program
Dearborn refers customers experiencing financial hardship to Wayne Metro WRAP. WRAP is a two-year program for eligible low-income households and can provide direct bill-payment assistance, arrearage assistance, conservation assistance, a home water audit, minor plumbing repairs, and case-management referrals. Wayne Metro lists eligibility at 200% of the Federal Poverty Level or below; the household must be responsible for the bill and live in the GLWA service region with active service. WRAPfinity may follow successful two-year participation when a household member is age 62 or older or a disabled member receives federal benefits. A fixed Dearborn utility credit cap is not published.
State and federal aid connection
The City integrates water-assistance referrals through Wayne Metro Community Action Agency WRAP rather than publishing a separate City credit. Dearborn customers apply or obtain eligibility/document instructions through Wayne Metro at https://www.waynemetro.org/wrap/ or by calling 313-386-9727. Wayne Metro requires identification, a current water bill, proof of income, and where applicable a lease showing responsibility for water; a shutoff notice and past-due balance are not required. The program covers Wayne County communities including Dearborn and can provide arrearage, conservation, audit, and minor-plumbing support.
