Call (314) 408-6887 to pay a water-refuse bill by automated telephone card payment. Water-service and billing questions use (314) 771-2255 Monday-Friday 8:00 a.m.-5:00 p.m.; water emergencies use (314) 771-4880.

Have your account number and payment instrument ready. Follow the provider’s recorded prompts and retain the confirmation number.

Pay by text

The current City of St. Louis water-refuse payment page publishes online guest/account payment, phone card payment, and no-cost checking/savings direct payment, but does not publish a text-to-pay short code, enrollment keyword, or SMS credential flow. Record pay-by-text as not publicly stated rather than infer it from general City alerts. Customers should use PayIt St. Louis or the official telephone number and never provide full banking credentials in an unsolicited message.

Counters, drop boxes, and office hours

City of St. Louis Water Division, 1640 S. Kingshighway Boulevard, St. Louis, MO 63110, accepts check, cashier's check, or money order Monday-Friday 8:00 a.m.-5:00 p.m.; its drop box is available at any time. City Hall, Collector of Revenue Office Room 109, 1200 Market Street, St. Louis, MO 63103, accepts cash, check, money order, cashier's check, debit card, and credit card except American Express Monday-Friday 8:00 a.m.-5:00 p.m. Some Schnucks, Dierbergs, and area convenience marts also accept City water-refuse payments. Customers should retain a receipt and verify location-specific payment limits before visiting.

Accepted digital instruments

What you can use online

PayIt St. Louis accepts online guest or registered-account payments using debit or credit card, and the phone system accepts card payment. Customers may enroll in the no-cost Direct Payment Program from a personal checking or savings account; e-billing and account payment history are available through the City/Water Division account services. The in-person City Hall counter accepts debit and credit cards other than American Express. Pay-by-text and Apple Pay/Google Pay are not published as current utility payment methods.

2026 transaction pricing

Convenience fees

The City publishes a 2.45% transaction fee for credit or debit card payments and a $1.25 fee for ACH transactions through the water-refuse payment process. Direct payment from a checking or savings account is advertised as a no-cost service; mailed checks and the Water Division check/money-order counter do not carry the online processor surcharge. Refuse charges may appear on the same statement but are separate from the water rate schedule.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of St. Louis Water Division and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.

Never send your account number, password, card details, or bank information to Water Ledger. Those details belong only on the provider’s verified payment channel or at an authorized counter.
