- Monthly; LCU's wastewater explanation states that the annual sewer average is applied and billed monthly, and the billing regulations refer to monthly utility bills and monthly access charges.
- Wastewater and sewer calculation
- Residential and small-commercial wastewater volume is updated annually using a Winter Quarter Average based on potable-water consumption in the December, January and February billing months. A November 2025 City notice explains the practical calculation as the next three billing cycles, multiplied by 90% to determine the average volume, with the new rate billed monthly beginning in March. New accounts use the existing route average until the next annual average is calculated, subject to a 1,000-gallon minimum.
- Meter reading
- LCU uses Advanced Metering Infrastructure for usage visibility, continual-flow alerts and leak-adjustment verification. The public regulations also permit field staff access for readings and equipment service; the reviewed material does not establish a universal hourly transmission interval, but the UtilityHawk portal exposes graphical usage history and alerts.
- New-account deposit
- For residential service, the published deposit schedule lists $24 for water, $15 for wastewater and $85 for all four LCU services; the regulations state that a deposit may be waived for acceptable credit but may be required for new customers, weak credit history or prior late payments. Twelve consecutive on-time payments, or four years at one location without a shutoff field-service fee, qualifies the customer for a deposit-and-interest credit; early shutoff can require twice the initial deposit, and chronically delinquent accounts can require three times the standard deposit or three highest monthly bills, whichever is greater.
- Activation or transfer fee
- The Utility Service Application Processing Fee is $22 per request. A record-name change due to marriage, death of spouse or divorce is processed as a courtesy at no charge when requested in writing with proof. Field activation work orders are normally scheduled for the following business day, subject to seasonal delays.
