What the public record says about a leak adjustment
Clayton’s leak policy requires the customer to report excessive usage, demonstrate consumption at least 1.5 times the prior 12-month average, show that the leak occurred on the customer side of the meter, and submit a licensed plumber receipt or other repair proof. Water charges are adjusted back to the 12-month average, with remaining excess usage billed at a discount rate. Sewer is not adjusted when the excess water entered the wastewater system; when it did not, the Town adjusts 100% of sewer charges above the average. Adjustments cover no more than two consecutive months and one billed-usage adjustment is allowed in a rolling year.
