No City water-billing text-to-pay enrollment keyword or opt-in procedure was published on the reviewed 2026 billing page. The separate Water Analytics service can send usage alerts by text or email after registration with the utility account number and meter number, but that is not a payment enrollment service.

Counters, drop boxes, and office hours

Payments are accepted at the City of Bismarck Utility Billing Office, 601 S. 26th Street, Bismarck, ND 58504, Monday through Friday 8:00 a.m. to 5:00 p.m., except the first Tuesday of each month when the office closes at 4:30 p.m.; holidays are excluded. The City also provides drop boxes at Family Fare, 835 S. Washington Street, 1190 W. Turnpike Avenue and 3103 Yorktown Drive, plus a drive-up box at the Public Works Building, 601 S. 26th Street. The public page does not give a separate counter-only instrument restriction; cash, check, money order and card handling should be confirmed with Utility Billing.

Paymentus displays Visa, Mastercard, American Express, Discover, electronic check, PayPal, PayPal Credit, Venmo, Google Pay and Apple Pay. The City separately supports checking or savings account bank drafts. The City states that payment methods other than e-check are subject to a third-party convenience fee.

A convenience fee applies to online and automated-phone methods other than e-check, but the reviewed City 2026 page does not publish the dollar amount or percentage. E-check is identified as the fee-exempt method.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Bismarck Utility Billing and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
