What the public record says about a leak adjustment
Canton’s published rules do not describe a routine customer-side hidden-leak credit formula, repair-receipt process, or percentage reduction. The documented billing corrections are limited to a meter-reading or billing error, a meter test showing more than 2% over-registration, or a duplicate/incorrect charge. A customer requesting a meter test pays $2 for a meter one inch or smaller; if the meter is more than 2% fast, the fee is returned and the current bill is reduced accordingly. Otherwise the fee is retained. The rules also say an original receipted bill is required for an abatement or refund request and that an approved credit is generally applied to the next bill.
